This is Julie Diana Monday, also known by her nickname "Jewel-E"
She a world boss in the first game and is a playable character from the second game on in The Doodles Series (a project of mine)
Name any gemstone or precious metal. At least one of her ancestors or relatives are collectors of that gemstone or precious metal. Altogether her entire family has a collector of every known gemstone or precious metal to man (and some known to Plant People) within. That leaves Julie with no particular Gemstone or Precious Metal to have an exclusive collection of, so she resorted to collecting a type of jewel that spans over many types of gemstones;
Crystals with Supernatural Powers.
Proud of her heritage, she is almost always seen wearing "bling-bling" of many different varieties, always including one of her supernatual jewels in her outfit, like the Sapphire in this picture.
She is one of Anna Whip's best friends, and her highest stats are offence and jump. Her attacks are energy based, so expect a few "Hadouken"s.
Date of Drawing not long after (probably the same day as) Lavina's.
